Mahmud Yayale Ahmed (Ajiyan Katagum in Bauchi state), CFR is a distinguished Abusite and respected Nigerian elder statesman and politician from Azare, Bauchi State who was Head of the service of the Federation, Secretary to the government of the Federation as well as Defence Minister of Nigeria.

Alhaji Yayale Ahmed was born on April 15, 1952, in the town of Shira in southern Azare, Bauchi State, to Ahmadu, an Islamic scholar and farmer.

He attended Shira Primary School from 1960 to 1966, Government Secondary School Azare 1967 to 1971, School of Basic Studies, ABU Zaria, 1972 to 1973, and then Ahmadu Bello University (ABU) Zaria where he received a bachelor’s degree in Political Science in 1976 and a master’s degree in Public Administration in 1981.

He started a civil service career with the Bauchi State Government as an Assistant Secretary in the State’s Ministry of Finance in 1977. This was after serving (NYSC) as Vice-Principal of the Community Secondary School, Makudi, Benue State in 1976/77.

In the Bauchi Civil Service, he rose through the ranks to become acting Permanent Secretary and served in the Ministries of Rural Development and Cooperatives, Finance and Economic Planning, and lastly Finance all between 1986 and 1985.

He transferred his services to the Federal Civil Service in 1986 under the Federal Ministry of Internal Affairs where he was immediately appointed as the Secretary Customs, Immigration and Prisons Board serving from 1986 to 1988.

He subsequently served as Director of Finance and Suppliers 1988; Director-General 1994 and Permanent Secretary 1997. He was posted to the Federal Ministry of Education in the same capacity in 1998 from where he was appointed the Head of Service of the Federation in December 2000.

He also served in various committees including as a member of the 1988 Ministerial Committee on the Civil Service Reforms.

Ahmed was appointed as the 11th Head of Civil Service (chief civil servant) of Nigeria on December 18, 2000, by former President Olusegun Obasanjo, who described Ahmed as “Mr. Civil Servant”. He served in that capacity until July 26, 2007.

After the 2007 general elections, President Umaru Yar’Adua appointed Alhaji Yayale Ahmed to the position of Defence Minister on July 26, 2007.

Alhaji Yayale Ahmed was subsequently appointed by President Umaru Yar’Adua as the Secretary to The Government of The Federation, on September 8, 2008, replacing Alhaji Babagana Kingibe.

Alhaji Mahmud Yayale Ahmed, who is a fellow of the Nigerian Institute of Quantity Surveyors (2002), Nigerian Institute of International Affairs (2003) and Nigerian Institute of Management (2003) also holds honorary Doctorate degrees from the University of Abuja 2001, Bayero University, Kano 2004 and University of Benin 2003.

The Federal Government conferred on him the National honor of the Commander of the Order of the Federal Republic in December 2001.

Alhaji Yayale Ahmed is the Ajiyan Katagum, a Katagum Emirate position, and the Akowojo of Idanre Kingdom, in Ondo State. He is married with seven children. He speaks Hausa, Fulani, and English.
