Mrs Julie Okah-Donli: Director General NAPTIP

Julie Okah-Donli is a Nigerian lawyer, chartered secretary/administrator, and distinguished Abusite who currently serves as the Director-General of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), an agency established by the Federal Government of Nigeria in 2003 to tackle human trafficking and other related matters.

She is the founder of the Julie Donli Kidney Foundation, an NGO that supports people with kidney disease, and also the mother of the musician, Lady Donli.

Julie Okah-Donli was born on 30 December 1966 to the family of Navy Commander. and Mrs. Okah from Bayelsa State, Nigeria.

She obtained a Diploma in Law and a bachelor of law from the Ahmadu Bello University, Zaria, and was called to the bar in 1992. She won the best prize for the annual Dean’s moot court competition in 1990.

Donli has interest in diverse areas of practice but not limited to Arbitration, Company, and Corporate Law. She has worked with reputable firms such as Anthony Igbene & Co. She then proceeded to S. O Ajayi as an Associate from 1996 – 2002 and then moved on to the corporate organisations the Securities and Exchange Commission from July 1, 2002, to October 2, 2005, as a Manager in the Secretariat and Legal Administrative Department.

She was appointed Legal Adviser/Company Secretary of the Nigerian Capital Market Institute, an affiliate of the Securities and Exchange Commission Abuja from June 2005 – October 2, 2005. In October 2005 she resigned and went into private practice, Legal Field and Co.

She later moved on to UBA Trustees, Abuja where she headed the Abuja branch and Northern Region from October 3, 2006, till August 1, 2007. In August 2007, she was appointed as the Executive Assistant to the Bayelsa State Governor, Government House until September 2012.

She later worked as Deputy Head of Chambers with Legal Resources Alliance from November 2012 – May 2013. She joined the firm of Benson Igbanoi & Co. in June 2013 She set up Julie Okah & Co.

On April 13, 2017, she was appointed by President Muhammadu Buhari to become the Director-General of NAPTIP. She has been leading the federal agency to tackle human trafficking, including organ trafficking and ritual killing.

Okah-Donli has advocated for more funding to tackle human trafficking and in inter-agency collaboration. Under her leadership as DG of NAPTIP, the agency has waged a relentless war against human traffickers which has yielded positive results.

It is also under her leadership that a Whistle Blowing Policy for Human Trafficking was formed. She equally established the NAPTIP Rapid Response Squad to counter criminal activities and pilot joint operations with Spain, the United Kingdom, and law enforcement agencies in the region.

Barrister Okah-Donli is the Author of the book titled: ‘Parenting in the 21st Century‘ which talks about ways of preventing child abuse. She has attended various workshops and seminars and is a member of the following professional bodies:

• International Bar Association
• Nigerian Institute of Management
• Association of Certified Fraud Examiners
• Securities and Investment Institute
• Chartered Secretaries and Administrators International
• Institute of Chartered Arbitrators

Julie Okah-Donli Appointed UN fund board chair

Barely a few days after she was announced as a member of the Board of Trustees of the United Nations Voluntary Trust Fund for Victims of Trafficking in Persons, Mrs. Julie Okah-Donli, has been appointed as the new chair of the Board for the next three years.

A statement titled ‘Press release on appointment of DG NAPTIP as the new chair of UNVTF’ by Olivia Okorondu of the United Nations Office on Drugs and Crime said Okah-Donli would be the second Nigerian to serve in the capacity, following Ms. Joy Ezeilo. Ezeilo is a former UN Special Rapporteur on Trafficking in Persons, especially women and children.

Okah-Donli has been described by the United Nations as a global voice on trafficking in person issues.
