Aliyu Aziz Abubakar, a seasoned multi-disciplinary Chartered Engineer and distinguished Abusite with over 30 years post-qualification experience, is a dynamic personality with diverse skills including Information Technology, Management, and Administration.

He is the current Director-General and Chief Executive Officer of the National Identity Management Commission (NIMC).] He had previously worked with some of the most progressive Government Institutions in Nigeria during their transformative years.

Aliyu Aziz Abubakar was born in Gembu, Mambilla Plateau area of present-day Taraba State, Nigeria on the 17th of May 1962. He spent his early formative years in Ganye, attending Ganye 1 Primary School, Ganye from 1968 to 1974 and Government Secondary School, Ganye from 1974 to 1979 where he graduated with Division One.

Immediately after his secondary school education, Aliyu Aziz went on to the School of Basic Studies, Zaria, where he spent one year attaining his ‘A’ level qualifications. He then commenced his undergraduate education in the Civil Engineering Department of Ahmadu Bello University (ABU), Zaria from 1980 – 1983, where he acquired a B. Eng. degree in Civil Engineering with a 2nd Class Upper Division.

Having obtained his first degree, Aliyu Aziz then completed his mandatory national youth service (NYSC) at the Nigerian Mining Corporation in Jos, Plateau State from 1983 – 1984. After his NYSC, Aliyu Aziz returned to his alma mater where he was employed as a Graduate Assistant in its Civil Engineering Department.

During the four years spent as a graduate assistant, he also enrolled for an M.Sc. programme in Structural Engineering and a Certificate in System Analysis and Design and successfully obtained the Certificate in 1985 and the Master’s degree in 1987 after which he left the institution only as a student but continues to-date, to teach Computer Methods to undergraduate students at no cost to the institution.

Aziz has a PhD in Reliability of Offshore Structures at the Federal University of Technology, Akure, Ondo State, Nigeria. He is an alumnus of Harvard and Stanford universities, IMD, and Lagos Business School, where he obtained several specialized pieces of training and certifications in several fields, at International Business Schools and Engineering Firms in Sweden, Switzerland, South Africa, UK, USA, Australia, Nigeria, etc.

In 1987, Aliyu Aziz began working with Mai and Associates, Kaduna where he rose through the ranks from pupil engineer to project engineer. While at Mai and Associates, he was actively involved in several civil and structural engineering projects including National Universities Commission Secretariat Abuja, NACB Headquarters, Abuja, NEPA Headquarters, Abuja, and NPA Headquarters Abuja.

In 1992, Aliyu Aziz left Mai and Associates to join a partnership with his colleagues and classmates, with whom he established an engineering company, Integrated Engineering Associates (IEA), Kaduna. Under the umbrella of IEA, he was involved in several projects including AP Plaza, Abuja, and NICON Regional Office development, Abuja.

In 1995, Afri-Projects Consortium (APC), a Management Consultancy firm then handling the now-defunct Petroleum (Special) Trust Fund, retained Aliyu Aziz as a Principal Consultant to head their Management Information Systems department.

As Head of the MIS department, his responsibilities included management of all project information in the organization; creation and maintenance of databases on contractors, consultants, and projects; generation of ad-hoc reports, development of MIS software, etc.

He was also responsible for the installation and maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) in the offices of the company and its client, PTF. In addition, he was actively involved in the preparation and implementation of several PTF projects.

In 2000, following the dissolution of the PTF and winding up of its activities, Aliyu Aziz becomes the Managing Director of Integrated Systems Solution Limited, a newly established Information Technology (IT) solutions company. He also retained his partnership in IEA, Kaduna, and is still actively involved in their operations.

In 2002, Aziz joined the Bureau of Public Enterprises – BPE as Deputy Director (Head of IT unit) in charge of Information Technology and saddled with the task of formulating the agency’s Information Technology strategy, frameworks, and implementation for a successful overhaul of government’s privatization policy.

Aziz provided vision and leadership for developing and implementing information technology initiatives. He combined IT leadership with oversight on the management of all IT planning and implementation by ensuring the preparation of operational and strategic objectives and budgets.

He also coordinated, directed, and developed IT frameworks, policies, and procedures for BPE and assisted in the organizational restructuring activities of priority sectors/departments of Government.

In 2006, Aziz was appointed as Information Technology Adviser to the Minister of Nigeria’s Federal Capital Territory, (FCT) Nasir Elrufai. Aziz is recognized as the initiator of the e-government system in the FCT ministry which won a Microsoft award in 2006.

Aziz was also a Director in the office of the Secretary to the Government of the Federation (SGF) where he served in the Presidential Implementation Committee, charged with implementing Government Decisions on Consumer Credit System, National Outsourcing Initiative, and Harmonization of Identification Schemes in Nigeria.

The committee oversaw the setting up of the National Identity Management Commission – NIMC in 2007. Aziz later became a pioneer staff of NIMC and rose to the rank of Director, Information Technology/Identity Database (IT/IDD); a position he held until his retirement in 2014.

In November 2015, Aziz was appointed Director-General/Chief Executive Officer of Nigeria National Identity Management Commission (NIMC) by President Muhammadu Buhari for a four-year term. In 2019, Aziz was re-appointed for a second term.

Aziz is a fellow of the Nigeria Institution of Structural Engineers (NIStructE) where is the current National Vice president and also holds membership of several professional bodies including the Nigerian Society of Engineers (NSE), American Society of Mechanical Engineers (ASME), Computer Association of Nigeria (CAON) and the Internet Society (ISOC). He is widely traveled and an alumnus of the famous Harvard, Stanford, IMD, and Lagos Business Schools.

He has also developed several spreadsheet applications including Analysis and Design of Reinforced Concrete Pad Footings, Analysis and Design for Hollow Clay Pots, Wind Analysis of multi-story buildings, Analysis and Design of 2 – Way Solid Slabs to BS8110, Design of Reinforced Concrete Sections. He also writes programs in other languages including BASIC, FORTRAN, APL, C++, LISP, and currently engages with JAVA.

He is a member of several professional bodies including the Nigerian Society of Engineers (NSE), Computer Association of Nigeria (COAN), and Internet Society (ISOC).

Aliyu Aziz is a devout Muslim and is married to Hajiya Hauwa Madinah with three (3) children, one girl, Fadimah Zahrah, and two twin boys Muhammad Bashir and Muhammad Nazir.
